To get bulbasuar you must have a empty space in your group have pikachu as first Pokemon and she has to be so happy she bounces 2 times when you talk to her (she bounces then stops then bounces again before the mini screen for her face comes up) To get her this happy you must lvl her up without her fainting (let her out then first move switch to a stronger Pokemon defeat enemy so she will get exp and no damage do this and watch her lvl and happiness increase) After all of this is done go to the girl she will see how happy pikachu is and ask you if you want the Pokemon say yes. To get charmander just talk to the boy in cerulian city past the nugget bridge next to the pokeball he will ask you if you want the Pokemon say yes. To get squartal just beat that towns gym leader talk to the officer she will ask you if you want him say yes.

Your not very clear on where this is all at...........
The lady with the bulbasuar is in a building next to the curulean gym
If you can't find charmander he is on the upper left side after you pass the bridgeat the top of a little mound of dirt or hill what ever you want to call it and squirtle you have to beat virmilion gym leader and talk to the lady standing in the middle of the street next to the market

To make it happy give a bunch of potions even if it says it wont have any effect until pikachu has a heart abobe it's head whn you talk to it
