You are going to need a game shark pro code/0115D7cf OK once you put the code into the game shark walk into tall grass the first Pokemon you see will be Mew but it will look all fuzzy once you catch it. You'll be able to see in your pokedex

This is the only way to get Mew in eney Pokemon game for game boy

If you haven't beaten the kid with the slowpoke on the way to bills house, along with the kid to the left of it (or the gambler guarding the underground route (lavender side)) then fly from the gambler/grass kid to vermillion city, then beat the slowpoke kid (fight nothing between flying and fighting, and let him walk to you), then fly to vermillion again, and go up the bridge, the start menu will open, and you fight one at lvl 7, it'll know only pound, so use something with decent defense, 1 digit attack, weak attacks, and a sleep inducing move

First get a Pokemon in your party with a special of 21( usually they are around level 15 search your pc before catching another Pokemon because you probably have one already) Find a trainer who sees you as soon as you scroll onto the screen. (there are a lot). Scroll onto the screen and press start before the '!' pops up. Use fly or teleport to go to an area where you can find another trainer that you haven't beaten (one you do not have to use surf or hms to get to because they will not work. Battle and defeat them. Fly to cinnabar and navigate to the basement of the Pokemon mansion(where you find the secret key to the gym). Walk around until you find a ditto. When you do, put out the Pokemon with special of 21 and let ditto transform into it. Defeat it and use an escape rope. Fly back to where you first avoided the trainer and walk from the closest town to that route. The menu will open. Press b and you should encounter a Mew level 7. (make sure you have no Pokemon encounters after fighting the ditto or it will be a different Pokemon then Mew
