Once you are done checking all that out, look in the next building over and see all the slot prizes that you can get. There will be a man who will give you certain Pokemon when you get a certain amount of coins. He should offer you a Dratini for 9,999 coins. Another way to catch a Dratini is to fish in the Safari Zone for one using the Super Rod. You can get the Super rod by talking to a fisherman in Fuschia City. Just fish for it using the Super Rod and you will either find a Dratini, or a Dragonair. Hope this helps.
