Bulbasur

I know you get Bulbasar in Cerulean City from the girl who takes care of Pokemon, but I forgot to go back to her after I beat Misty. Now everytime I go back she says the same thing as before and never acknowledges that I have the Cascadebadge. Is there anyway to let her know I am a good trainer and give me Bulbasur?

You've done what a friend of mine did before. If you are lucky at a later stage say after beating the Elite Four she'll give him to you, but if not you may have to start all over again.

She doesn't give you bulbasaur if you have the cascade badge. The only way she gives you bulbasaur is if you make pikachu happy when you can turn around and talk to pikachu and it is happy with you then she will give you bulbasaur.

You should have a really strong Pokemon on the top of you're list.
Then go back to beat to elite 4 and ask her safterwards

Your Pikachu has to be happy. Make sure it has full health, go into the woman's house, go in front of the woman, and use a potion on it. It'll say that it won't have any effect, but Pikachu gets happier. Do it 5-10 times, then talk to the woman. You should get Bulbasaur.
