1. Go near the water in Rock Tunnel, Surf, go left then go straight down.
2. If you have the right moveset.

The Power Plant is East of Cerulean, but before you go down to the Pokemon Centre off set to the entrance of Rock Tunnel there is a river. SURF on it and then follow it until the end before getting back onto land.
Yes having Blastoise, Charizard and Nidoking are good to have in fact really good.

1) Go to Cerulean City. Go to the right from Cerulean. When you reach the end and start to go down towards Lavender Town then stop. You should see some water to surf on before going to the mountain (whose name escapes me). Surf on that water all the way around to the Power Plant.

2) It depends on their attacks and stats.

The power plant has the legendary Pokemon Zapdos inside it.The plant is near the rock tunnel.You have to surf there.

1) you have to get surf to get there surf on the water by the patch of grass near rock tunnel
2) they are if they have a high level and good moves I think

1. Surf down the river near rock tunnel.

2. Yes, just keep them away from Electrics and Phychics.
