After completing the Challenge Quest “Corpse Disposal”, talk to the Heavily Accented Man who’s blocking the western part of the underground district. He will open the shutter and will give you a new main quest. (The Seat of Government)

Head straight to the west and you should immediately see a shutter that you can enter in the middle, on the same spot where the corridors split. Here you’ll find an old woman who will give you the Quest. Once done, make your way back to the East Entrance and head to the Golden Gai.

Once you’ve reached the area, head to the east and enter the one and only room near the middle-eastern side of the road. After taking a pic of the bar, return to the old woman and deliver the photo to complete this Challenge Quest.
