Activate the 4 loudspeakers in Eastern Waterfront.

Talk to him again to start another similar quest but this time on a different location. You can return to the warehouse to sell some stuff and repair your gear. Otherwise, head to the first of the next set of speakers. This one is a bit tricky. First, you need to find the ladder that will allow you to reach the first speaker. Well, you can find it here:

You just need to hop from one ledge to another to reach the speaker. You can watch the video below:

The Second Head of Cerberus part 1

You need to run-jump to reach one of the ledges. The two corpses near the loudspeaker are actually walkers so don't get caught off guard.

The second loudspeaker is a bit easier. Just head to the next building and climb the ladder on the back. Go to the leftmost side of the building and thread the wooden planks to reach it.

The third one is also easy. Just head to Nick's Hub (marked on the map, has the entrance to a hideout) then check the barricaded part to the west. Remove the crates, crouch down and enter to reach the control panel.

Now head to the last and final speaker. There's a thug guarding it so get rid of it first then walk on the wall to reach the control panel. Finally return to Garett to complete the quest.
