Best done alongside the sidequest “Matter of Justice” (talk to Tim in the church after rescuing Jin), talk to Patrick inside the Abandoned House – Square to receive this quest. Travel back to the church and follow the trail to the police station. Once inside, continue to the second floor and head to the prison cell where you found the ID earlier. Talk to the radio to update the quest.

Continue following the trail and fight your way through the undead until you reach the last office room where you found Jin earlier. The quest tracker will lead you to the chief's PC. Just download the file and return it to Patrick to complete the quest.
