Head to this location and you should find a man calling out for you:

Follow him and kill the punks that will appear. They can't be easily stopped by kicks so just hack and slash them. Once done, talk to Vang and accept his quest. Head to the warehouse marked in the map. Once there, clear all zombies.

Open the gates and carefully approach the bandits' hideout. Take them out and proceed inside the warehouse.  After killing all the bandits outside, break the door open where Amber is held and kill two more bandits. Grab the ID card on the table then shoot the electronic lock by the door to release her. Talk to her to complete the quest.
