Help Jared get into the Store.

Check the gunshop in this location and you should find two men trying to get inside. If you didn't see anyone, try coming back a bit later. (I found this while doing the main quest “Boat Supplies”)

Accept his quest then enter the abandoned house nearby. Once inside, kill all zombies inside and grab the keys from the thug. Don't forget to grab the blueprint on the shelf as well. Exit back to the slums. Once you're back in the store, kill all zombies inside, remove the barricade and open the door. Defeat two waves of undead that will come rushing in because of the alarm and the quest will be completed.
