Death Wish

Kill Vargas.

Hard
3000 XP, Shark Mod

Talk to Carter. Take a vehicle and travel to the marked location. Once there, clear all enemies in the area. The other sidequest “Spy Game” is in the same location as well. He'll be holed up inside. To kill him quickly, just lob any explosive inside, just to fulfill Carter's request to make the bastard suffer. Once done, report back to Carter to complete the mission.
