This mission becomes available after the incident with Harley Quinn, as part of the story. Head to the Wayne Tower to start this mission. You have to access it using the elevator in the parking garage. Once you're out, head to the computer and use the retinal scan. Once Fox gets near, press X again to use the retinal scan.

Once the control switches over to the real Batman, approach the door to trigger a short scene to identify the intruder. Head inside the office to confront him. You have to press the counter button at the right time to save Lucius. Just wait until you see him turn his gun on you then press the counter button to disable him. Mission complete.
