U cnt do nothin with them but they always say master 2 me .. They all look different so they cnt be from the same thing

The characters are from one of the fighters guild quests, I forget which one but it is the one were you have to take the weapons to certain people in a cave. The reason you still see them is because of a glitch that happens every once in a while. During the glitch if you get jailed or pay a fine they will spawn in front of you.
