Get it where you go into the ruins. (You know, Where you frist started and got out of the sewer, Go across the lake and go into the ruins) Or, Kill the bandits outside.

Thats easy just go to a bandits cave and there it is,but you have to be level I believe 13

In the caverns under Hackdirt I found one and I was only like level 4. Just look in the crates etc near Dar-Ma.
Dar-Ma is an Argonian you rescue as part of a quest. She will talk to you when you enter Chorrol for the first time

Bandits drop these bows often. As you level up they usually drop better bows.

It is hard to find elven bows once you get to level thirteen. Better bows start appearing then.
