Goldbrand is obtained by completing the Boethia daedric shrine quest. Boethia's shrine is located SE of cheydinhal in the valus mountains. To summon the daedra you will need to make an offering of a daedra heart at the shrine. You will then be transported to oblivion to compete in the "tournament of ten bloods" where you will need to fight (and kill) 9 other challengers one of each race. After defeating the 9 challengers (don't forget to loot their bodies) a portal will open enter it to leave oblivion. Once you've returned Boethia will be pleased and reward you with GOLDBRAND.

Do the Boethia's Daedric Shrine Quest and he will reward you with Goldbrand, a sword that does a fixed 22 points of fire damage on strike.

From the boethia quest (its really fun but you have to be level 25 or higher)
