Go into the basement after dropping the ring and look for a locked desser and lock pick it open to find black soul gems and take it to the one women

You have to check the dresser by the bed. The Recommendation won't be in there...but something else will be that helps on the quest.
Once you have the item, give it to the person and you will get your recommendation.
