Well if you are in the Imperial City, sometime at night in the city somewhere, a person will come up to you. This person is a vampire HUNTER.
Do quests for him and you will face vampires. To become a vampire, you must get bitten or get the disease.
To not become a vampire, don't do the quests and don't get bitten or get the disease.

If you get the vampire disease after fighting a vampire, you can use Cure Disease before the disease takes hold.

Or you could join the Dark Bortherhood and when you are a high enough rank you will be offered to become a Vampire.

If you are looking for a cure go to the Arcane university in the Impierial city and talk to Raminus Polus and he will tell you what to do.

Don't become a vampire it's terrible and if you have the game of the year edition there is a bug so you CANT cure vampirism

The vincent guy in the assassins guild will offer to give you vampirism,
There is 4 levels of bing a vampire, the higher the vampirism the stronger you are but the more damage taken from light, the lowest doesn't take sun dammage, you get stronger by not feeding
