Question for Pokemon Soul Silver

After you go down to water fall basin with a silverwing but without the three lengendary dogs, what do you do to capture Lugia?

To summon Lugia, you need to bring the silver wing and the tidal bell to the bottom of Whirl Islands.

All you have to do is have the silver wind and tidal bell. When you see Lugia you surf up to it and hit the "A" button. This will summon it to attack. If your looking to capture it right before you go to the whirl islands go to new bark town, talk to proffesor elm and he will give you a master ball that works on all Pokemon without fail.
