You will get rock climb after you beat Gym Leader Blaine in Cinnabar Island. You will need a Pokemon that knows surf and then you travel west of Cinnabar and you will find him.

After defeating Blue at the Viridian City Gym, Professor Oak will call you. When you arrive to talk to him, he gives you HM 08, Rock Climb.
