When do you get a Lugia?
I am only new at the game but I want to know when you can get a Lugia, is it before you beat the Pokemon leage or after you defeat it? I want to know because I am planning what my Pokemon team will be before I challenge the Pokemon leage. Thanks in advance.

I'm pretty sure that you can get Lugia before you beat the Pokemon League. Soon after you beat the 8th gym leader, you'll have to do a bit of work a the sanctuary behind the gym. After that, you'll have to go to Professor Elm's lab in New Bark town. After giving you the MasterBall, he should mention something about a group of girls wearing Kimonos that were looking for your character. If you leave that place and go to Ecruteak City's dance hall, you'll find a group of girls that you have to battle consecutively. The group of Pokemon that you'll have to go up against are Umbreon, Espeon, Flareon, Jolteon, and Veporeon. After you succeed in beating this group of females, you will receive a small bell. With this newly acquired item, take leave of the dance hall and head for the Whirl Islands area of Johto. You should be looking for the upper right island. The Lugia in this game is level 45, so you may have to use that MasterBall you received if you want to catch it. Best of luck with the team, hope this answer helped you.

You have to get the Silver Feather after beating Team Rocket, and you need to beat the Kimono Girls, then Lugia will be in Whirl Islands.

To get Lugia you need:
A) Silver Wing
- Obtained from the Radio Tower Director after defeating Team Rocket at the Goldenrod Radio Tower
B) Tidal Bell
- Obtained from the Kimono Girls after defeating all of them. The Kimono Girls are in the Dance Hall in Ecruteak City.
C) RisingBadge
- Obtained by defeating Clair in Blackthorn City. You also need to pass the Test in the building inside the Dragon's Den. To reach the building you need Surf and Whirlpool.
And yes, you can catch Lugia before the Pokemon League. By the way, he's in the Whirl Islands located between Cianwood City and Olivine City.

You can get Lugia before the Pokemon league. I think you can catch Lugia after the last or the second last johto gym.

You can get Lugia before the Elite 4 or after, your choice. To get it after you will have to KO or run away from it, get into the hall of fame, then go back and catch it.
