When you get to Kanto it's in a boat in Vermelion. If it's not if you catch abunch of horsea or know theif they hold it

Wild Horsea or Seadra sometimes have one.
Or you can also buy them on certain days in the Pokeathlon.
They cost 2,500 DP.

I forgot to mention this but at the pokathalon you can buy one on wensdays and saterdays for 2500 points

dragon scales evolve seadra into kingdra when it hold it while being transferred via trading.

P.S: my hands hurt trying playing too much pokeathlon
(it's fun though) I am looking for Dragon scales too for my Seadra

Now I feel my effort catching all those wild horsea and seadra wasted, at least I got many choice to pick for my team XD

I went deep into mt. Mortar it's pretty hard to find and I never knew it evolved seadra!!!!

Dont evolve seedra until leans dragon pulse so is easy to beat dragon leader kingdra wiil die aginst
