How to Turn a Borough Defiant in Watch Dogs: Legion

One of your core objectives in Watch Dogs: Legion is to liberate oppressed boroughs throughout London by turning them 'Defiant'. In total there are eight boroughs (districts) and each of them can be turned defiant. The boroughs are Southwark, Nine Elms, Camden, Lambeth, City of Westminster, City of London, Tower Hamlets, Islington and Hackney. Turning a borough defiant takes a lot of effort but the rewards you recieve make it worthwhile, especially early in the game where it will give you access to some of the best and unique recruits in the game.

In order to turn a borough defiant you must complete a series of missions within that area to fill up the borough's meter so it reaches 100%. There are eight different types of borough side missions and most of them are easy to accomplish if you invest in the Spiderdrone to help you sneak past Albion guards and security defenses. The types of borough side missions in no particular order are:

• Sabotage

• Digital Defense

• Disrupt Propaganda

• Rescue Freedom Fighter

• Collect Evidence

• Hack cTOS Hubs

• Neutralize VIP

• Photo Evidence

Each of the side missions in a borough is different and they will be marked on your map by red icons. Each borough has 3-4 side missions and every time you complete one you will decrease the oppression in that borough. When you manage to complete all the missions in a particular borough you will unlock the Liberation Mission which will finally turn the borough defiant when you complete it. Liberating a borough will not only turn it to your cause and givey you access to some of the best recruits in the game it will also reveal the location of all the Tech Points in that area making it much easier for you to get them and then use them to upgrade your gear.

Note: During the story mission 'Clarion Call' you will liberate (make defiant) the Borough of Camden automatically. It’s one of the first few missions in the game. Once you have done this you will unlock all the other oppression-reducing missions on the map. You will not be able to liberate any other boroughs before then.
