No weapons zone
Dutch will prohibit you from using weapons in Rhodes early in Chapter 3. Make sure to do this before that happens!

Check the side of the gunsmith’s store to find a small window at ground level. There’s a young man inside that will call your attention if you get near enough. Question him to unlock the suspicious activity and proceed in robbing the gunsmith for him to take you down to his basement.

Descend to the basement then loot the Pump-action Shotgun from the weapon case. Then, use a pistol to shoot the chains connected to the boy’s ankle then to free him. You can then go back upstairs and loot the register if you want.

This is low profile robbery so it’s very likely to not attract any attention at all. Also, do this during Chapter 2 since when the gang relocates the camp near Rhodes, Dutch will be banning the use of weapons in the area until you progress further in the story.
