Unlike SSGSS Goku and SSGSS Vegeta, there is only one known way to unlock the main antagonist of Dragon Ball FighterZ, Android 21, to your roster of fighters. In order to add her to your playable roster of characters, you must defeat the third and final arc of Story Mode, the Android 21 Saga.
