1. Mew -- Psychic Type
The Psychic-type Legendary Pokemon that every trainer wanted to capture since day one, and couldn't. Well, at least in the first few generations anyway.
The thing about Mew was not simply that it was a Legendary -- or that it was a wicked cute Legendary -- it was those things, but it was also special in a way that few Pokemon were. Its unique ability to learn every TM, HM, and tutored move (save for a very rare few) also played into its attraction to be sure.
When you add all of that up, the last Pokemon in the Kanto Pokedex was simply a must-have and a source of frustration for so many trainers because it was not under that truck, was not behind that hedge, and not concealed in the surf.
Thankfully the powers that be finally took mercy upon the trainers of the world and over time made Mew one of the easiest to obtain Legendary of them all -- which you know, is rather odd really... But good!A member of the Mew Duo along with Mewtwo, Mew can be had in a variety of ways, perhaps the most surprising being by simply storing 999 Pokemon in Pokemon Ranch for the Wii, and there were a number of official event give-aways. Of course there are also glitch methods, but considering how easy it is to obtain legit why bother with a glitch of game shark?

1. Jigglypuff
No other pokemon is needed. Jigglypuff uses sing, everyone is asleep, Jigglypuff plants the bombs on the pokemon, BOOM! No more pokemon left to fight, you black out and end up at the poke-center where you belong cause you just got blown up by Jigglypuff again Jigglypuff is out to kill and nothing is going to stop it. Don't try to run, its not worth it. Give into the chaos, join Jigglypuff and it might spare your life. There is no stopping Jigglypuff.
Hands down Jigglypuff is the best legendary pokemon and overall best pokemon in the universe and your party of 6 and all the slots in your pokemon PC should be filled with Jigglypuff.

I had a question, why it must be mew, so I think the tops is rayquaza bacause he was a dragon type and dragon type is the strongest one type, but also the ice type like regice is had a critical attack to dragon type but regice just on 40 levels and rayquaza was 70 levels, that why I saying so.
Mewtwo is the most powerful pokemon he is far better than arceus and mew

Its kind of, well… stupid, to not put Rayquaza on here and have Kyogre. He stopped a fight between Kyogre and Groundon. Kyogre fears Rayquaza. That should prove Rayquaza is stronger than Kyogre.

1) Send in Atk. Forme Deoxys
2) Use Psyhco Boost
3) Deoxys gets killed due to sucky defenses
4) Send in next Pokemon(any)
5) Use an offensive move
