4. Celebi -- Psychic / Grass Type
Celebi is perhaps one of (if not THE) most sought-after and valued Legendary Pokemon, if only because it is so incredibly difficult for most players to obtain it! Or rather it WAS but now pretty much ANY Pokemon Trainer can have their own Celebi thanks to the new Pokemon Bank app on 3DS and the fact that you can get one from it free!
A dual-type Psychic / Grass Legendary Pokemon, Celebi serves as the guardian of Ilex Forest and previously was only able to be caught from the wild in Pokemon Crystal via an event activated by the GS Ball (though that does not help gamers wanting to move the Pokemon forward into new generations since that capability was not present for Crystal).
Celebi is the last Pokemon in both the Johto and Hoenn Pokedex, and with its great stats pretty much has universal appeal in terms of team membership -- taking into consideration the obvious Type-related issues -- but thanks to its utility status as long as you don't let it battle Bug-Type Pokemon it is all good!
Adding a Celebi to your team is dead easy -- simply install teh Pokemon Bank to your 3DS, then do the following:1. Download Pokemon Bank;
2. Run the app, then set up your bank;
3. Choose either 100 Pokemiles or 10 BP from Brigette. Save and quit, then load Pokemon X/Y and open the "Pokemon Link" (green button at the bottom) via the loading screen. Select "Yes" to retrieve data using Pokemon Link and you'll receive your 100 pokemiles/10 BP
4. Now, go back into the Pokemon Bank app and make the next choice, which will be for Brigette to give you a Celebi (instead of the 100 Pokemiles/10 BP) and woot! Score!
Adding Celebi to your game without knowing his story makes very little sense so if you need an excuse to spend some quality time watching the Pokemon movies, this would be it.

1. Jigglypuff
No other pokemon is needed. Jigglypuff uses sing, everyone is asleep, Jigglypuff plants the bombs on the pokemon, BOOM! No more pokemon left to fight, you black out and end up at the poke-center where you belong cause you just got blown up by Jigglypuff again Jigglypuff is out to kill and nothing is going to stop it. Don't try to run, its not worth it. Give into the chaos, join Jigglypuff and it might spare your life. There is no stopping Jigglypuff.
Hands down Jigglypuff is the best legendary pokemon and overall best pokemon in the universe and your party of 6 and all the slots in your pokemon PC should be filled with Jigglypuff.

I had a question, why it must be mew, so I think the tops is rayquaza bacause he was a dragon type and dragon type is the strongest one type, but also the ice type like regice is had a critical attack to dragon type but regice just on 40 levels and rayquaza was 70 levels, that why I saying so.
Mewtwo is the most powerful pokemon he is far better than arceus and mew

Its kind of, well… stupid, to not put Rayquaza on here and have Kyogre. He stopped a fight between Kyogre and Groundon. Kyogre fears Rayquaza. That should prove Rayquaza is stronger than Kyogre.

1) Send in Atk. Forme Deoxys
2) Use Psyhco Boost
3) Deoxys gets killed due to sucky defenses
4) Send in next Pokemon(any)
5) Use an offensive move
6) Say goodbye to the "god" pokemon
