How do I unlock the last package of wheels, including torque thrust II wheels, not those in the reward cards?

I have had a similar issue. Even if all races are complete (none have been taken over by rivals), not all the wheels are unlocked by them. They are not wheels that are unlocked from any Challenge Series events or Reward Cards.

There are 2 ways that you may be able to unlock those wheels.
1. You may unlock these wheels from picking the Visual Upgrade card after beating a boss. The specific wheels you mentioned have been reported as being unlocked from both Angie and Wolf.
2. You can also try playing through the career using a different vehicle class. It is known that different upgrades/cars may be unlocked depending on the starting car class, these wheels may be exclusive to one of them.
