To accumulate a fine of 50,000 all ya gotta do is bust up cars, signs, crash into cops, destroy cops, speed etc whilst you're in a police chase. It takes a little bit, but once you've accomplished that, you should be awared the car to either buy, or it will be in garage.

Remember it says "accumulate" so you will have to get arrested many times in order to get 50000 in fines.
