Well the free roam challenge is not a crew race rather a one on one race from where you are to where you are going, well the best way to do that is to roam in areas that you have acquired, while roaming keep an eye for the map if you see a yellow arrow moving then that is your rival, drive up to it and two of you would go for a sprint race if you accept the challenge.

It takes long but it's worth it.All you have to do is drive around some crew control area. You will see a orange car on the map. Go head on to this car and press the up directional button. It will tell you directions. Thats all. Hope it helped.

Drive around their area for a long time until they come to you.

Drive around their Territory for awhile. A car will come up, you just push the Triangle Button.
