You can find the Rare Candy in many places:

route 34
Most cities (usually with dowsing Mchn)
Radio Tower (25 points on the blue card)
Mt. Mortar
Bell Tower
Whirl Islands
Olivine Lighthouse
Mt. Silver

and there are quite a few in Kanto as well.
Route 27 and 28 (dowsing Mchn)
Indigo Plateau
Vermillion City
Cinnibar Island
Cerulean Cave

You can also use your athlete points at the athlete shop in the pokeathlon dome to get some, or use Bp at the battle frontier.

well the only 1 i know is the 1 outside of the light house ( pretty obious to find ) but i hope i helped

There are many places to find one, but the easiest to find is the one in Victory Road. Also on some days you can buy some at the Pokeathlon with your athlete points.
