Well, in the Johto region of the game, you can go to the National Park and come in 1st in the Bug Catching Contest. Or, go to Route 38 and receive it via Pokegear Call. For the Kanto region of the game, you could go to route 25 and receive it through showing Bill's Grandfather a Pichu. If neither of those work for you, I would suggest using the Pokewalker and walking more than 6,000 steps in the Yellow Forest. That should give you one no matter which option you choose. Good luck~

You have to go to bills house in kanto and give him pichu when he asks for somthing that desribes pichu.
