I was thinking is there mega stones in Pokemon heart gold or soul silver because there is septile and charizard in the game.

No, because mega evolution was introduced in the 6th generation of Pokemon games that means only Pokemon x,y,ORAS,Sun and Moon have mega evolution

Yes there is use a cheat code and you can give it to feraligtr or what ever pokemon you want to like I didSearch for more answers for Pokemon Heart Gold or ask your own question here.
