how do u get to the 7th gym leader in kanto
I've already battled all the others except him even blue but I havent battled him yet

You have to get the same Pokemon massaged by Daisy 5 times, then show it to her with it's happiness maxed and then she'll give you Blue's phone number.

Glaceon, secretagant wasn't asking about Blue's Phone Number.
On the topic of the question, that is impossible to do because Blue won't let you battle him until you get seven Kanto Badges.
The 7 Gym Leader, Blaine, is in the Eastern entrance to the Seafoam Islands.

go to one of the seafoam islands go in the cave down the ladder and there it is

you go to the bottom left island then there's going to be a closer island then you go to the island after that when you go in the cave theres going to be a ladder you go up the ladder not down the stairs when you go up the ladder the gym leader will be up there

You have to surf past cinnabar island then keep going across until you find two caves go to the one straight ahead there are stairs and a latter go up the latter and then your in his den
