Can a character that has left your town come back?

Yes, although it might be a LONG time before that ever happens. If you know someone else who has the game who happens to have that neighbor that left that you want back, do wireless communications with them. Chances are one of your friends' neighbors will move into your town. Otherwise, you pretty much have to wait til you've gone through them all.

Talk to the neighbour you want back a lot and keep being friendly to them. This may help them want to move into your town.

Yes, they can. Sometimes someone will leave your town and move into another town you have visited I.e a friend's town. If you go to that town again while they are there and talk to them a lot they might move back. I kow this because it happened to me with Bill!

Most likely not. HOWEVER: if you have a character that's left, IMMEDIATELY visit somebody's town, and the missing villager will have a slight chance of appearing in the friend's town the next day. He won't be in your town, but it's still nice to have him around (plus, he'll recognise you, should you visit that town and talk to him!)
