First, youll have to find a painting. You know when Crazy Redd comes your town? Well, in that day, go there, and in the tent youll see a painting. Buy it (youll have to be a member of a Crazy Redd family, it costs 3,000 bells). The painting price is something around 3,500-4,000 bells. Have you bought it? Good! Check it from your inventory, if you done it all well, the painting is there. Then, go to museum and talk to Blathers. Tell him that youll would donate. Move the painting for your inventory, if its real Blathers get it from himself. Then the painting is on gallery. But if he give it to you back, it have to be a fake painting or that painting is already in museum. That happens. Life goes on.

sometimes nook has em on sell...or you can dig `em up...you can get them from Redd but Redd`s place is a rip off...

Yes, Redd usually sells them when he comes to your town (his tent will be outside the Town Hall). They cost quite a bit and are sometimes forgeries, but there's a chance the painting will be real and Blathers will happily add it to the museum.
