The police station is located in the northern part of the town with only one entrance so it should pretty easy to conquer. You need to hack two prison cells in order to let the prisoners escape.
The captain will be marked when you're nearby. He should be patrolling the church and town hall area. Take note since the Raise the Flag activity takes place here as well.
The monitoring device is a small antenna-like protrusion on the rooftop of houses. Once you disable one of them, a timer will appear and you'll have to disable them before the timer runs out. If you fail to disable all of them within the time limit, the authorities will be alerted and you'll have an automatic LV3 Heat.
