This is a small town with several military assets that can be destroyed. The police station has a few military assets but requires a lot of destruction to fill the Havoc meter. Open the gate first then generate as much heat as you can so you can hijack a tank or attack chopper. Keep destroying as much stuff in the police station as you can while taking out any reinforcements sent to your location.
There are five monitors in the area and there are several meters apart each other that it will save you time if you go their locations in a straight line. It's better to start from the westernmost part of town, near the statue.
