This is a power plant with a large armed militia presence. There's an Urga Postolka combat chopper located in the southern part of the base. You can hijack it from the ground and use it to wreck havoc to the station. Take out the SAM (or hack it) and destroy sniper towers first. Once done, you have to continue your fight on the ground.

Head to the marked heat exchangers. You have to activate both of them to unlock the four turbines within the time limit. Destroying all four turbines will destroy one block. The power plant has two turbine blocks to deal with so you have to repeat the same process again. Aside from that, you also have to destroy fuel tanks, transformers, satellite dishes, and open a few gates. Enemy reinforcements is only a handful so taking out this base will be quite easy.
