The transponder is hidden inside a ground silo NW of the base. You have to hack the terminal to open the silo and raise the transponder so you can destroy it. The Satcom Dish is located below ground, in the middle of the base. If you approach the base by air, you can call in an airstrike to destroy it.

After destroying the objects outside the base, you have to destroy more targets inside. There’s a military corvette docked inside so be careful of that since its cannon can punch through normal attack choppers easily.

The fuel tanks are stored in a secure complex with heavily armed guards and walls. It is located inside the cavern complex to the SE.
