My Chao is weird...

Well when my chao was born his eyes came out half open
 
 Is there any way to make him open them fully forever?
 
 It was a shiny one aswell so it was a waste of mone

No, some chao are born like that. I have two or three chao like that. Your chao won't be any different from other chao.

It doesn't matter it is just a facial expression and the only way (I think) to change their facial expression is to let them reincarnate.

It was just the way that it was born, there's nothing that you can do. You could use the repeat cheat, which is going to the Black Market with an item and pressing reset button when the numbers are increasing.
