You have to get a hero chao.

To get a hero chao, be nice to it, feed it hero fruit.

First get a neutral colored baby chao
Pet it until it turns white(it won't work with shadow,rouge or eggman)
Give it loads of chao fruit until stamina reaches level 13 or 14.
It will evolve and will get a halo on his head, and you will have the hero garden.
