I was wondering, is there an Action Replay code to play as the 2-player version characters (I don't mean the costumes) so that they can use their speacials in the Game? (For example, Shadow using Chaos Control in 1-player mode).

I don't know if this will help you, but here is a cheat you can do 2-player in the chao garden.(action replay)

2 player in the chao world
T578-G6ZX-X08W8
Q95B-WV0J-10V85 (ALL ZEROS)
TBYE-9V2D-6TANB

Go to 2 player mode choose any of the following charcters: Sonic, Shadow, Amy, Metal Sonic, Knucles, Rouge, Tikal, and Chaos 0. (THAT MEANS NO EGGMAN, TAILS, OR THE CHAO WALKERS!!!)
Now hold the D-Pad up the choose a stage. You should end up in the chao lobby.
IMPORTANT!!!! DO NOT ATTACK THE OTHER CHARACTER WHEN IN THE CHAO GARDEN THE GAME WILL FREEZE!!
The characters that will change you chao to a hero are Sonic, Amy, Knuckles, and Tikal.
The characters that will change chao to dark are Shadow, Metal Sonic, Rouge, and Chaos 0.

Note: when in the chao garden it is hard to it is hard to control the 2nd player, beacause the camera is on the 1st player.
