Bountey is increased by the longer you last in a pursuit, or by destroying a cop car and the higher your heat level, the more bounty you get for each but it's not really necessary. Oh and also, if you get busted you get none of the bounty from that race.

Gosh your such an IDIOT!! Its when you get in a police pursuit and the longer you stay in that pursuit and depending on your heat level you get more bounty.
U can also get it by damaging police vehicles or hitting signs or other cars
