Onec I had beat the Pokemon leage and got my national pokedext and cought 60 Pokemon it still won't let me in the cave

I'm not sure what "cave" you are trying to get into.
Please be more detailed when asking a question so we can understand what exactly you are asking for

Here are a few caves I know of that may be the one you are talking about.

Cerulean Cave (Cave west of Cerulean City)

To get into Cerulean Cave, you must have beaten the Elite Four, obtained the National Pokedex, and retrieved the Ruby and Sapphire Gems for Celio on One Island

Mt. Ember (Mountain north of One Island)

Mt. Ember is home to Moltres, the Legendary bird Pokemon. It is also where you can find the Ruby gem that Celio needs. It is a short surf north of One Island. Follow the route to it's entrance.

Dotted Hole (Part of Ruin Valley south of Six Island)

Dotted Hole is the place where you will find the Sapphire gem that Celio needs.
To get in, you will need to first help Lorelei clear Team Rocket out of the Icefall Cave on Four Island.
Then, after returning to the entrance to Dotted hole, use Cut to open the door.
