Once you have beaten the Elite Four and obtained at least 60 Pokemon from the Kanto region, you will be given a National Dex.
Then, after you obtain the Rainbow map(access to all 7 islands) you need to go to the 6th island, Southeast coast.
However, you may also get while capturing wild Horsea(Cerulean city, Vermilion city as well as routes 4,10,12,13,19,20,21 and 24). However, the rate of getting one with the item is very low, being a 5 percent).
In conclusion, if you have beaten the elite four and gotten national pokedex, it is better to go to Island 6 southeast coast. However, if you haven't done that or if it is urgent, you can fish usind super or good rod in the following areas to find a Horsea holding one!
