how to invite a ROOMMATE when you have completed all the goals f

I have finished all the goals from the gas station to the monument and I have completed all of those goal exept for inviting a roommate I know people say to invite them then greet them then ask them but when I try to invite deputy duncan it wont work WHY someone please help me invite him I really want to finish the game pleaseeee

Sorry you have to invite pepole that don't have houses like pepole in pairdise place you can change there clothes and make them cool and invite them
