Ok on the back of the Budokai case it says "Battle with any one of up tp 40 characters from Dragonball Z DBZ and Dragonball GT" I did everything in the game and I only have 38...who are the other 2?

This should answer the question: "I thought there were over 40 characters in this game?". What you need to do is count the "Base" characters, and then add the Fusions and "Reincarnations" separately.

Here is what I mean:
