Battle with a level 1-10 character / 10-20 characters for a few times and Nappa should break in. Beat him and get Saibamen
How can I unlock the saibamen on dragonball z budokai 3
Dude you need to unlock dragon arena then play with any character level 10-20 or 1-10 you fight nappa when you kick his butt you well unlock saibamen
You need to be a level 10-20 I figured it out. Nappa will break in and you MUST kick his tail(not liturly)
