If you mean Uub then yes, he can. All you have to do is start Goku's story, then use the spirit bomb and defeat him. (You don't have to kill him with the spirit bomb just use it on him and then kill him.) But if you don't mean Uub then I have no idea who your talking about.

Really he is a character I don't know how to get him but I heard rumours about ukku, I only know this.... it has something to do with Gokus du.
