Me and my friends have been following all the steps to unlocking Omega Shenron and SSJ4 Gogeta and when we get to the part where you go to West City it wont highlight itself to let us go. I was wonderind if we were doing something wrong or skipping something. Please help.

Well, what you need to do, after you beat Broly, Goku will recieve a message from trunks and goten to battle in the world tornement so Goku goes to get vegeta making the dot to get vegeta appear on the map. I can't remember but before you go to the dot, go to the island and somewhere around there, Goku will go CRAZY and turn into supersayain4. Now you can go to the dot. I'm not sure,but you might need to do that after you get vegeta. Then you go to West city, that is why it didn't work. Now,go to the world tornement and after you do that everything about Omaga shenron will happen, he is really easy to beat!

Try using the "Ki Search". It has always helped me to "locate" a "hidden" event.
